Austria's ordinations are checked by the Austrian Society for Quality Assurance & Quality Management in Medicine GmbH (ÖQMed). There are also other options for quality assurance that doctors can make use of voluntarily. Surveys among patients also help doctors to check the quality of their own practice.

Who checks the quality in the ordinations?

The Austrian Society for Quality Assurance & Quality Management in Medicine GmbH (ÖQMed) is a subsidiary of the Austrian Medical Association. According to the Doctors Act, she is obliged to:

  • develop subject-specific quality criteria,
  • to evaluate and control the quality and
  • to keep a quality register.

In addition to the review by ÖQMed, there are other quality assurance options that doctors can make use of voluntarily. The best-known standard is ISO 9001, an industry-independent certificate for quality management that ordinations can also carry if they meet certain criteria. Since 2009 there has also been the Austria quality mark for medical practices. Doctors who meet the criteria of the respective standard receive a temporary certificate with which they can also advertise in their ordinations, on printed matter or on the Internet. For example, the ISO 9001 certificate is valid for three years, the Austria quality mark for medical practices for two years.

Surveys among patients also help doctors to check the quality of their own practice. If your doctor asks you to take part in such a survey, you have the chance to improve the performance of the ordination. Contact points for complaints and problems

There are various points of contact that you can turn to if you suspect medical malpractice:

Doctor

If your treatment wasn't successful, it doesn't necessarily mean there was a malpractice. So talk to your doctor first. Sometimes you can solve the problem together. If that doesn't work, the patient advocate in your state is the next point of contact.

Patient advocacy

Patient advocates work in every federal state - independently and without instructions. They exclusively represent the rights and interests of the patients. Most patient advocacy offices are primarily responsible for hospitals, but in some federal states the competence has also been expanded to include resident doctors: in Vienna, Lower Austria, Carinthia, Burgenland, Styria and Vorarlberg.

Which patient advocacy is responsible for you does not depend on your place of residence, but on the place where the health facility is located against which you want to lodge a complaint. The patient advocacy services are free of charge and representations in court are not part of their area of responsibility.

Ombudsmen of the medical associations

The state medical associations also accept complaints against resident doctors. You have set up ombudsmen (including “patient services”, “intervention centers”, “complaints offices”, “arbitration boards”, “arbitration boards”).

Ombudsman for social security and the Chamber of Labor

If you have any questions or complaints about social security, you can contact the ombudsman of your health insurance provider. The Chamber of Labor also advises on social security issues and represents insured persons in court.

Self-help groups and organizations

Self-help groups and self-help organizations also represent patients. Self-help groups are loose associations for people affected by illness. They rely on mutual support and coping with the disease. Self-help organizations are organized as associations - by those affected, their relatives and experts. They have a lobbying function, i.e. they represent the interests of their members externally and try to influence social and health policy in the interests of the patients. The self-help groups and organizations will also help you to find the right contact person for you.
