Disability pass

The disabled person's pass (according to §§ 40ff of the Federal Disabled Persons Act) is an official photo ID which serves as nationwide proof of a disability (regardless of the type of disability). An application must be submitted to obtain a disability pass.

In the case of applications for the issuance of a disability pass that is received by the Ministry of Social Affairs after September 1, 2016, the issuance takes the form of a check card. Unlimited disability passes that correspond to the previous legal situation remain valid. There is no exchange.

Who gets the disability pass?

The disability pass can be applied for under the following conditions:

  • The place of residence or habitual residence is in Austria
  • The degree of disability or the reduction in earning capacity is at least 50 percent, eg disabled people
  • Receipt of care allowance
  • Receipt of the increased family allowance
  • Receipt of cash benefit due to disability, occupational disability or incapacity for work

People with a disability who have their place of residence abroad, but who are regularly in Austria for professional or private reasons, can also apply for a disability pass (Austrian citizenship is not required).

Note Children with a disability can also receive such a pass.

Please bring the following documents with you when you apply:

  • Application form
  • Photo (colored EU passport photo in accordance with the applicable ICAO regulations, not older than half a year)
  • Registration form
  • Proof of disability or of the granting of an invalidity pension
  • if applicable, proof of granting of care allowance
  • if applicable, proof of receipt of increased family allowance

What information does the disability pass contain?

The disability pass contains the following entries:

  • First and family or last name
  • Date of birth
  • date of issue
  • Valid from:
  • Date of Expiry:
  • Degree of disability
  • Additional entries such as deaf or severely hearing impaired or unreasonable use of public transport due to permanent mobility impairment due to a disability in the form of pictograms..

Where can I get the disability pass?

In order to obtain a disability pass, an application must be submitted to the Ministry of Social Affairs. The state office in the federal state in which the applicant's place of residence or habitual residence is located is responsible for filing the application.

A requirement for the issue of a disability pass is a degree of disability of at least 50 percent according to the assessment ordinance. If there is no evidence of a determined degree of disability of at least 50 percent, this will be determined by medical experts from the Federal Social Welfare Office as part of an examination.

Note The handicapped pass does not replace the pass according to § 29 b of the road traffic regulations (parking pass), which is required, for example, for parking in marked handicapped parking spaces. Since January 1, 2014, parking permits have been issued by the Ministry of Social Affairs. The prerequisite for this is a disabled person's pass with the additional entry “Unreasonable public transport because of permanent mobility restrictions due to a disability.”

The disabled person's pass is not to be equated with a decision regarding the membership of the group of disabled disabled persons (employment slip), which is associated with increased protection against dismissal. There is no ongoing financial benefit associated with the disability pass, such as a disability, occupational disability or disability pension. Such a cash benefit must be applied for from the social security agencies.

How are the costs going to be covered?
